「児童買春」被害者の「20000人」は"ECPAT-USA"の1999年のレポートにある数字とされることがあるようだ。
また、1994年の「子どもの商業的性的搾取に反対する世界会議」でも「20000人」に近い数字が発表された、と"UNIAP"のサイトに置かれた資料にある。
しかし同年、"ECPAT-USA"はカンボジア国内での「児童買春」被害者数を「5950人」と見積もっている。

また出たな、"Future Group"。
と、明確に否定された「80000人から100000人」という数字を、いまだに語る団体だ。
アメリカ政府も引っかかってしまうのだから、当時ならばしかたがない。だが、被害者をなくすという同じ目標に向かって進むべきNGOは、被害者の数をめぐっていまだに混乱している。
「17000人」という数字は、のちに別のかたちで登場する。
「35%」まで一緒。
これについても、「80000人から100000人」の謎を解き明かした論文では、

冒頭の引用文に戻ろう。
どこが"slightly"なのかさっぱりわからないが、ばらばらな数字を掲げていても、最前線で取り組んでいた団体の想定する〈被害規模のイメージ〉はそれほど違わなかったのだろう。
その〈イメージ〉はおそらく「20000人」の3分の1前後で"vary slightly"だったのだと思う。
"Wikipedia"にあったテキストなので信憑性は保証できないが、ソマリー・マム財団ではこう推定していたようだ。財団は2007年設立なので、それ以降のことだ。

カンボジアの分析のおかしさばかりに気を取られていたが、タイの被害者が最大で2万人台というのは、いったいどういうことだろう?
この時期、政府発表の10000人から、NGOによる20万人、あるいは80万人と、きわめてばらつきのある数字が発表されていたはずだ。

Although statistics vary slightly, the number of children in prostitution in Cambodia is certainly increasing rapidly.15 A 1994 survey by Ending Child Prostitution, Pornography, and Trafficking (ECPAT) found 17,000 children in prostitution nationwide, of which 35 percent were younger than 18 years of age.16 The World Congress against Commercial Sexual Exploitation of Children similarly reported that nearly 20,000 children are in prostitution in Cambodia.17
